A new e2e test was added in #2880.
This is unlikely to be affected by most changes and it adds some ~10 minutes to the execution time of the normal e2e test suite. For this reason I suggest that we move it to the optional suite instead.
The optional test suite can be triggered on any PR by commenting /test pull-cluster-api-provider-openstack-e2e-full-test.

All that is required is to remove [PR-blocking] from the description of the test. This is the string that decides if the test should be in the mandatory or the optional suite, as configured here.
